Based on an examination of your profile, I believe that you will make it into Georgetown, barring a complete meltdown on your essays.
While your ACT score could be higher [I'm converting to 2400-scale so please excuse me if that's better than it would be in SAT-land] your academics as a whole seem to be pretty solid. I don't know how competitive your school is, but hopefully they'll rank and Gtown will know that you're pretty high up in the class.
I would capitalize on your experience with student politics as Student Government President. I don't know if your school has a school-level president above you, but regardless use your class presidency to your advantage and talk about how you've effected change, how the experience has effected you. I would lose some of the extraneous ECs [if there are any, I am just making assumptions] and focus on those that matter to you the most.
Again, part of this will hinge upon a successful interview and essay. You're guaranteed by no standards. But you have a better-than-even chance and am more than willing to bet on you. :]

I do not give 10%-90% ratings- what does it really tell you if I say you have a 30% chance of getting in? Either I think you're leaning towards not making it, or leaning towards making it. I'm biased against admissions, usually. Don't take anything I say personally.
