I sure hope so.
I think it depends on how you talk about it, though. If you discuss community service in such a way that colleges think “oh, he’s just counting hours,” then it’s not going to help you, but I think colleges actually do care if you show that you notice and do something about problems in your community.

I dislike Sodapopp for consistently beating me to the punch.
There’s no place to input the number of hours you’ve committed to a service activity; colleges are interested in your commitment, yes, but more about what that commitment says about you and your aspirations.
